After the Assembly floor session adjourns today under the dome, the Assembly Appropriations Committee members have their work cut out for them.

Today's the deadline to move bills to the floor, and the committee will be plowing through the 18 bills on its regular agenda plus the 300 or so bills in the suspense file.

A measure sure to be closely watched in Sacramento and beyond? Assembly Bill 1743.

Assemblyman Ed Hernandez's bill cracks down on placement agents -- the middlemen who reap millions from selling deals to CalPERS and CalSTRS.

AB 1743 would essentially ban contingency fees by requiring placement agents to register as lobbyists. It wouldn't apply to in-house employees of investment managers.

Action on the measure got delayed last week over proposed amendments that would sunset the new rules after five years.

Here's a sampling of other bills in the rather wide-ranging mix:

Assembly Bill 2650 to prohibit any medical marijuana cooperative, dispensary, operator or provider who possesses, cultivates or distributes medical marijuana from being located within 1,000 feet of a school. If a local ordinance is more restrictive, it would prevail.

Assembly Bill 1930 to limit lead or arsenic found in glass beads used in certain types of blasting equipment.

Assembly Bill 2208 to make it a misdemeanor for a registered sex offender who's on probation or parole to use a Internet social networking website if the Internet was used to commit the crime or the crime victim was under 18.

Assembly Bill 2578 to require HMOs and health insurers, starting Jan. 1, 2012, to get approval from the Department of Managed Health Care or the Department of Insurance before raising premiums, co-payments, co-insurance or deductibles.
