VIDEO: Dan Walters says that, for once, Gov. Jerry Brown's budget has gotten a generally favorable reception.

The University of California's Board of Regents convenes for its annual meeting this morning, with a sunnier budget outlook suggesting the university system may avert another tuition hike.

Speaking of higher education, Brown will be at San Jose State University to honor the school's work on broadening access to education by bolstering online instruction.

It's a popular idea these days: Senate President Pro Tem Darrell Steinberg spoke at a "Rebooting Higher Education" conference at UCLA earlier this year, and Brown has trumpeted online education as he seeks to reduce higher education costs.

Assembly Speaker John Pérez will be attending a conference on carbon pricing at UC Davis today. The event, a collaboration between the Australian Department of Foreign Affairs and Trade and the UC Davis Policy Institute for Energy, Environment and the Economy will also feature Sen. Fran Pavley, D-Agoura Hills; California Environmental Protection Agency secretary Matthew Rodriquez; California Air Resources Board chair Mary Nichols; and several Australian officials.

After that, Pérez will give hockey fans something to enjoy in this locked-out year when he hosts a public viewing of the Stanley Cup, accompanied by the reigning NHL champion Los Angeles Kings. The trophy will be on display from 4:30 to 5:30 p.m. in Room 125 of the State Capitol.

Various officials will gather for a Latino Leaders' Reception at the Sacramento Grand Ballroom this evening. The event, hosted by Latino Journal publisher Jose Perez, will include California Insurance Commissioner Dave Jones; Assemblymember V. Manuel Perez (D- Coachella), vice chair of the California Latino Legislative Caucus; Superintendent of Public Instruction Tom Torlakson; Michael R. Peevey, president of the California Public Utilities Commission; Ronald L. Litzinger, president of Southern California Edison; Dennis Arriola, president and COO of the Southern California Gas Company; and Jesus Soto, senior vice president of the Pacific Gas & Electric Company.

Happy birthday to former Assemblyman Jim Silva, R-Huntington Beach, who is 69 today.
