condoms.JPGAssemblyman Isadore Hall has revived his attempts to require adult film actors to use condoms during filming, and proponents aren't taking chances that the legislation will stall a second time this year.

The AIDS Healthcare Foundation has launched a campaign that includes targeting a lawmaker they say is "single-handedly blocking" Hall's bill. Its efforts follow a porn industry announcement Friday that a third adult film actor has tested positive for HIV, prompting a call for an immediate halt to all production.

"That's three in past three weeks," said Ged Kenslea, spokesman for the foundation. "How many more people need to get infected before action happens?"

Hall, a Compton Democrat, authored a bill earlier this year mirroring the Los Angeles County measure that prohibits unprotected sex by porn actors. Hall's bill would take the ban statewide. His first attempt this year, Assembly Bill 332, failed in the Assembly Appropriations Committee in May.

Soon after, Hall told The Sacramento Bee he believed Assembly Appropriation Chairman Mike Gatto, D-Los Angeles, was the reason.

"It was a clear indication that my desire to support and keep workforce and workplace safety a priority, was not the priority of the chair," Hall said then.

On Aug. 28, Hall gutted AB 640 - which previously dealt with cigarettes and tobacco products - and replaced it with language from his stalled bill. Now, the AIDS Healthcare Foundation has paid for 100,000 robo-calls that accuse Gatto of halting the current bill. Kenslea said Hall had nothing to do with the decision to target Gatto.

Two former porn actors are featured in the recorded calls, telling voters in Gatto's district that they have contracted HIV and hope to spare other from the same fate. They urge people to call Gatto's office and "demand he free AB 640 from his hold."

Gatto denied the claims. He pointed out that AB 640 is currently in the Senate, not the Assembly, where he serves as legislator.

"I suppose I should be flattered, but the fact is, I simply don't control the Senate of the state of California," Gatto said Friday.
