A 38-year-old Citrus Heights man was arrested today for allegedly defrauding an elderly Rocklin couple.
Michael Marks (left photo) was arrested on suspicion of burglary, theft, financial elder abuse, conspiracy, vandalism and operating without a contractor's license. He is being held at the Placer County jail, according to a Rocklin Police Department news release.
The arrest came after Rocklin and Citrus Heights police and investigators from the state Contractors State License Board served a warrant on Marks' home.
The investigation stemmed from a Sept. 2 incident in which a man posing as a contractor offered to repair the damaged roof of an elderly couple. The man demanded $1,900 for two hours of work, which the couple thought was unreasonable. They didn't want to pay but did so because they felt intimidated, police said. The couple reported the incident to Rocklin police, according to the release.
Rocklin police developed information about a suspect and used a legitimate state licensed contractor to inspect repairs by Marks that were unnecessary or that he claimed to do but did not undertake. Marks and his employee vandalized the roof and made repairs that would have caused more damage to the victim's roof over time, police said.
Marks has been the object of previous complaints with the state license board for performing construction work without a contractor's license. He has been fined for violations, the release states.
People who might have been victims of Marks are asked to call their police departments or the state license board at (916) 255-2924.
