Sacramento police have identified the masked man who freaked out Land Park parents by loitering at children's sporting events and even outside homes in recent weeks.
But officers confirmed what seemed likely before - that the man isn't doing anything illegal and cannot be arrested, said police Sgt. Norm Leong.
The man, who police did not identify because he is not a suspect, is not on probation or parole and has nothing in his history to bar him from being around children, Leong said.
Police spoke with the man Friday, after several people spotted him and called police as they tried to follow him.
Leong said the man had the mysterious ski mask - which has most worried parents who've seen the man at children's games - in his possession, and that the man claimed he wore the mask for protection from the sun.
"He's aware of the concerns," Leong said. "But he felt he was not doing anything wrong."
Turns out, he wasn't - at least not anything illegal. Police made a note of the man's identity in their records and then let him go, Leong said.
"After speaking with him, he said he would try to be a little more cognizant of how people feel when he's wearing the mask," Leong said.
But he added that the man didn't say he would stop wearing the mask, which, Leong acknowledged, is "kind of scary."
