Folsom police announced that five people were arrested during a decoy operation targeting people who purchase or sell alcohol to minors.
The operation was conducted Friday by the Police Department's Special Investigation Unit.
A minor decoy is any person younger than 21 who assists police with identifying and apprehending suspects who violate laws associated with alcohol ordinances. Police, in coordination with the California Department of Alcoholic Beverage Control, select individuals older than 18 years of age with no criminal history and no suspected alcohol violations, according to a Police Department news release.
During Friday's operation, Lucas Leiva, 19, an employee of Vic's IGA Market, and Wen Fen, 45, owner of the Lucky Dragon Restaurant, were arrested on suspicion of selling beer or alcohol to a minor decoy. Both businesses are in a commercial center at 9580 Oak Avenue Parkway.
Three people also were arrested on suspicion of purchasing alcohol for a minor decoy at liquor stores: Steven Thomas Williams, 26, Steven Garcia, 47, and Randall Weston, 22. Garcia also was arrested on suspicion of possessing narcotic paraphernalia and possessing an open container of alcohol, according to the news release.
The decoy operations and investigations are funded by a grant from the Department of Alcoholic Beverage Control.
