Mother arrested for allegedly raising children in deplorable conditions

A mother was arrested on suspicion of misdemeanor child endangerment after she reported her son missing even though he was in her messy apartment all along, according to sheriff's deputies.

Deputies were called on Sunday to 30-year-old Christina Milligan's apartment in the 7200 block of French Road where she lives with her nine-year-old autistic son and her two-year-old child.

A Sacramento County Sheriff's Department spokesman said Milligan called 911 to report that her autistic son was missing. Deputies arrived and searched the apartment, only to find the boy in a bedroom.

Deputies said the apartment was in deplorable condition with cockroaches, dirty diapers, trash scattered around and reeking of urine.

Deputies determined that she was negligent and Milligan was taken to jail. The children were placed in the hands of Sacramento County Child Protective Services.

Apparently, there was no explanation why Milligan reported her child missing.
