Roseville police responded mid-morning Friday to a reported disturbance between the man who was arrested on suspicion of inflicting corporal punishment on youths at his fledgling basketball academy and his landlord.
The landlord, Steve Putnam, said he is in the process of evicting Francis Ngissah, claiming he owes $21,000 in back rent. Putnam said he gave Ngissah the legal notice required to enter the Woodleaf Circle home with a house cleaning crew.
"It's been a struggle since day one with the rent," Putnam said. He said he hasn't been paid since September.
Ngissah declined to comment on his troubles with the law and his landlord on Friday.
On Jan. 8, the four students of Ngissah's CCSE Preparatory Academy told the Roseville Police Department that they had been forced to stand in a corner, restrained with zip ties, and sometimes had clothespins clamped on their nipples as punishment.
Ngissah was arrested on suspicion of inflicting corporal punishment on the three teenagers and one young adult. He was released on $100,000 bail.
The investigation into Ngissah has expanded to include questions about the legality of the school and his financial dealings. Putnam is one of several people who have told The Bee and investigators that Ngissah wrote them bad checks.
