Brother, sister accused in murder-for-hire plot

Manuel Perez (top left photo), 47, and his sister, Natalia Perez (top right photo), 45, were arrested earlier this week on suspicion of solicitation to commit murder and criminal conspiracy, according to a Sacramento County Sheriff's Department news release.

Manuel Perez has been in custody since December on charges related to committing lewd acts with two minor females. He is alleged to have victimized one of the females on several occasions in 1996, and the other child during 2010.

Earlier this year, Manuel Perez allegedly hired someone to kill one of the two victims, officials said. After discussing payment with this person, Perez reportedly asked his sister to assist him.

Natalia Perez allegedly provided a photograph of the intended victim and facilitated the transfer of ownership of a vehicle, with the intent that it be used as collateral in lieu of a monetary payment, officials said.

Natalia Perez was arrested Sunday and Manuel Perez, who was already in custody, was booked on suspicion of the additional offenses.

Detectives are seeking the public's help in finding Judith Engkabo (bottom photo), also known as Christine Engkabo. Sheriff's officials said it is believed Engkabo has information that may be pertinent to the investigation. Anyone with information regarding her whereabouts is asked to call Detective Earl Helfrich at (916) 874-5194, or the Sheriff's Department at (916) 874-5115.
