A 16-year-old male swimming with a friend went under the water and drowned early this afternoon in the Sacramento River along Sand Cove Park.
The boy's identity has not yet been released.
Sacramento Fire Department Battalion Chief Rick Rethford said the incident occurred shortly after noon near 2005 Garden Highway.
He said numerous eyewitnesses saw the 16-year-old boy swimming with a 13-year-old friend in comparatively deeper water yards from the shoreline.
Witnesses said the older boy suddenly went under the water and never came back up.
"It looks like he just got involved in the turbulence and was pulled under," Rethford said.
Neither boy was wearing a life jacket, Rethford said.
"Anywhere is dangerous in the river, and it's just so important to be wearing a proper flotation device," Rethford said. "A day like this is just a terrible thing."
Rethford said a search for the boy's body was unsuccessful, and the search was concluded this afternoon.
