ANSWER: Norman Francis Jacobs, also known as Stormin' Norman, a television weatherman for KTXL Channel 40, was one of six men arrested in 1987 on charges of soliciting and engaging in lewd acts in a Macy's department store restroom in Sunrise Mall.
Jacobs, then 54, was accused of loitering around a public toilet for lewd purposes, and soliciting and engaging in lewd acts in public.
In response to customers' reports of lewd activity, sheriff's investigators and store security guards had staked out the restroom for several weeks, and used hidden cameras and microphones in the restroom to record visits of several people.
According to a story in The Bee at the time, the Channel 40 news director said that Jacobs had informed his employer of his imminent arrest and was immediately placed on medical leave at his request. The station director said Jacobs recognized he had a problem and had checked himself into a hospital for psychiatric observation. Jacobs subsequently resigned.
According to Sacramento Superior Court online records, Jacobs in December 1987 pleaded no contest to a misdemeanor charge of soliciting and engaging in lewd acts in public and was sentenced to three years probation..
