Update: Idaho man arrested for taking photo of girl at South Sacramento Halloween store

A 67-year-old Idaho man was arrested Wednesday night after authorities received a complaint that he was taking photos of a girl's "private area" with his cell phone at a South Sacramento Halloween store Monday, police said.

Garth Mendenhall Clark (pictured), who may be from Idaho Falls, ID, was being held at the Sacramento County jail on a misdemeanor child annoyance charge. His bond was set at $25,000.

Sacramento County Sheriff investigators were alerted to Clark on Monday after receiving a report from an employee at Halloween City store, 6071 Florin Road, that he was following a girl under the age of 10 in the store.

"When we got there, he was still in the store," said Sgt. Lisa Bowman, spokeswoman for Sacramento County Sheriff's Department. "When they contacted the guy, they took his phone and her picture was on his phone."

He had apparently taken the photos while she was walking around in the store.

Bowman said the girl and her parents were also in the store when deputies talked to Clark. Authorities learned that Clark was visiting relatives in the Sacramento area, and he had arrived Sunday in his motor home.

Clark had agreed to meet with detectives on Wednesday, when he was arrested. An examination of his phone showed that he had active photos of 50 different girls, according to investigators, and an unknown amount of photos that had been deleted.

"His interest was the clothed backside of female children," said Bowman. All of the girls in the photographs were under the age of 10.

Investigators are now trying to retrieve the deleted photos as well as identifying the girls. It was not known where the girls are from, or where the photos were taken.

"He had been in the area since the day before, so he might have been in other stores," said Bowman. "He's admitted he has an interest in small children, but we don't know how far this has gone. We're hoping at this point it's just pictures."

The sheriff's department is also working with authorities in Idaho Falls, ID where Clark had mentioned he had been.

Clark is described as 5'4, weighing 150 pounds. He has been driving a newer motor home in the Sacramento area. It is described as a white Damon Daybreak with maroon and gold stripes, and an Idaho license plate. A small stand holding a moped is attached to the back.

Anyone who has seen Clark believes that their child may have been photographed by him is asked to call the Sacramento County Sheriff's Department at (916) 874-3002. Tips may also be left at, or by texting to 274637 (CRIMES) and entering the keyword SSD, or to (916) 874-TIPS (8477).
